How to upload rates data, and answers to the most common questions about NDAs and confidentiality. (13-07-26)
As part of the latest Bectu Art Department rates survey, Supervising Art Directors have been asked by the committee to upload Art Department labour budgets — adding valuable data that will bolster Bectu's position in forthcoming negotiations with PACT.
The intention of the committee is to use this data to present a rate card to PACT for ratification. There has been concern regarding the legality of sharing production budgets, particularly where an NDA or confidentiality clause has been signed. See the Bectu comments on this further down the page.

Collect dataA member survey (targeting 1,000+ responses), alongside budgets provided by HoDs. The survey is now closed, but HoDs can still upload budgets via the link above. Bectu is also gathering historic budgets to assess how rates have tracked against inflation. |

Analyse dataEstablish clear benchmarks — minimum, maximum, median and mean rates per role and band. |

Review with HoDsUse this data to shape a rate card that reflects what is actually being paid across the industry. |

Will you be breaking an NDA by uploading a budget?Bectu has advised that collecting this information for the purposes of collective bargaining is generally permitted. Individual contracts may still contain confidentiality clauses, so it's worth checking your own before sharing.
Ultimately, only you can decide what you're comfortable sharing. Check your contract if you're unsure about any confidentiality obligations, and feel free to redact anything you don't think is relevant before uploading. If you do redact heavily, it helps enormously to include context that explains the rates — for example, if a Band 4 TV drama paid lower weekly rates because the longer contract duration was argued to compensate. Understanding why rates differed is often just as important as the figures themselves. PACT will be presenting their own data (via Team Engine). A strong dataset from the Bectu side is essential to properly evidence current rates and push back where needed — without it, negotiations rely on incomplete or producer-led data.
